Transcript of Kapihan sa Senado with Sen. Cynthia Villar

Q: On Anuga Fair

Villar: I attended the Anuga Fair, 35 Filipino companies participated. Ang biggest export pala natin sa Europe is tuna, followed by dried fruits. May konting chocolate, may konting coffee, meron din tayong award-winning na chocolate, yung Malagos. Nanalo sila ng international award, yung black chocolate na made in Davao. We went there, the presentation is better than two years ago. We have more participants. Yung place natin sa Anuga is better because we are in the center, mas maganda ang booth nila ngayon. Mas well-represented, they served food, may oras na nagluluto ang Filipino chef, they serve Filipino food. Syempre, pagkalaki-laki ng China, tsaka Thailand, magaling sila doon. The next day we presented sa mga foreigners, we are the only ASEAN country na na-accredit sa GSP +. Ibig sabihin, 6,000 products ng Philippines can enter the EU free of tariff so maganda iyon para sa ating mga exporters. Then I went to Rome for the United Nations Food and Agricultural Organization. We presented our paper about the small land holders and their problem of getting their products to the users, tinatawag nilang value chain. Iyon ang problem na tina-tackle ngayon sa UN FAO. Before diba nag-International Year of Family Farms tayo, and then we had the International Year of Healthy Soil. Ngayon naman tina-tackle iyong improving the value chain from the farmers to consumers. Kasi tingin nila, mamaximize ang income ng farmers if we will have a better chain ng transfer of products from the farmers. Mawawala ang mga traders para makadiretso sila sa consumers. Nanood kami ng presentation. Pinapunta nila ang youth especially from Africa and South America to present their ideas on how to improve food production and food sufficiency. Maganda rin, interesting. Then I went to Milan kasi part ng UN FAO, merong World Food Expo and the topic is food. We went there to see all the pavilions of food. Then I went to Venice to see Venice Vinale participation of the Philippines. I found it impressive.

Q: There's an OFW from Hongkong apprehended sa NAIA dahil sa bala...

Villar: Nadidinig ko nga sa radio, nahulihan ng bala. Parang hindi ang type niya ang magdadala ng bala kasi 13 years old yung ward niya, siya na ang nag-alaga since birth. Kapag yaya ka ba, makikialam ka sa bala? I think wala sa profile niya, nagugulat lang ako. Ted Failon was saying may practice daw sa immigration na nilalagyan ka. Kawawa naman siya kasi babae, hindi naman siya OFW na inconsistent. This one has been in HK for 13 years, nagbakasyon lang siya dito tapos babalik na siya sa HK. Ang complaint nila doon, nahuli siya, hindi siya nakasakay, baka mawalan siya ng trabaho, kawawa naman. She has to buy another ticket. Nalulungkot tayo bakit angating mga OFW, sila palagi ang may problema.

Q: Hearing on MIAA memo

Villar: This afternoon, rerebyuhin namin yung collection ng P550. I thought we can do iyong ninakawan sa NAIA kaso hindi naifile. We will revie the P550, how much they have collected, how many have refunded, at ano ginawa nila sa pera na hindi narefund? Dapat ibalik iyon sa OFW. How do they give it back kung hindi nire-refund ng tao. Siguro there should be a project wherein it will be used kapag hindi nirefund for the direct benefit of the OFW. Kasi bakit mo naman iyon ibabalik sa gobyerno pera ng mga tao iyon.

Q: May initial info kayo na maraming hindi nakapag-refund?

Villar: Wala pa silang binibigay na report, hopefully this afternoon they will give the report. Sabi ko sabihin na ang mga tatanungin para pagdating diyan may report mamaya sabihin hindi nila dala.

Q: Magkano kaya iyon?

Villar: Parang noon ang estimate nila P500 million a year. Kung eight months na, two-thirds, mga P300 million. Hindi natin alam kung ilan ang nagrefund.

Q: Wala pa bang sistema para hindi sila masasama..

Villar: Kasi dapat gumawa ng program para automatic makikita na ang exempted. In fact, during that time, yung OWWA was willing to finance yung program. Ang resource person namin noon Microsoft. They can do a program na automatic alam na ng airline kung sino ang exempted and hindi. Iyon ang sinasabi namin na dapat gawin nila bago sila magkolekta kasi we find it illegal. Ang provision ng law, bawal, bakit ka magko-collect? Sabi nila, ire-refund pero wala naman sa law na pwede kang magcollect then magre-refund. Kine-question iyan sa court, pina-inhibit ang judge. Walang nagyayari sa court ngayon. Ngayon kakapalit lang ng judge.

Q: Iyong program wala pa rin...

Villar: Tatanungin namin mamaya kung ano na ang nangyari sa program..

Q: Sa Migrant law, bawal iyon...

Villar: Bawal pero nag-issue sila ng memo at ayaw nilang i-recall. Kami ni Sen. Koko Pimentel nag-question sa Court, sabi ng Ombudsman may court case na regarding this, out of courtesy hindi pwede i-entertain ang pinayl (file) ni Sen. Koko.

Q: Yung nag-issue ng MC pwedeng ma-held responsible?

Villar: Yun nga, kung magru-rule ang court. Nagfile nga ang mga OFW sa court, sa RTC, pinainhibit ng OSG ang judge, defending the NAIA Board.

Q: Hindi ba may pinaylan (file) din sa Ombudsman?

Villar: Kami nga ang nag-file. Sila nagfile sa RTC, kami sa Ombudsman... Walang nangyayari, eight months na.

Q: Patuloy pa rin silang naniningil?

Villar: Patuloy. Walang TRO.

Q: May sinet bang target para tapusin yung program?

Villar:Ngayon natin malalaman kasi before ang sabi gagawa ng program. Okay na din, time to review.

Q: Are you going to call the OSG?

Villar: Kasama lahat sila mamaya.

Q: Nasurprise ba kayo when Sen. Miriam declared that she's running again for president?

Villar: Medyo. Unexpected but you know, we cannot do anything.

Q: But do you think she is capable to campaign?

Villar: Siguro personal decision niya iyon, kung magra-run siya tingin niya kaya niya. I haven't talked to her. When she declared, I was abroad.

Q: Sa pagpasok niya sa race, sino ang kandidato na pwedeng maapektuhan?

Villar: Too early yata to know. Parang quiet sila ngayon, kasi wala pang trending. Ang nakita ko lang Metro Manila survey, and I think when they did the Metro Manila survey, wala pa siya. We will know siguro, we have to give time. Ang mga tao nagugulat din. Ako parang naguguluhan sa mga nangyayari.

Q: Nagulat ka rin ba sa Santiago-Marcos tandem?

Villar: I think it was Miriam's choice, hindi pa yata alam ni Bong-Bong na siya ang pinili. Highly unexpected ang pag-run ni Miriam.

Q: Hindi kayo nakunsulta ni Sen. Marcos na he is dealing with the camp of Sen. Miriam?

Villar: Syempre iwewelcome mo iyon, pinili ka... Sa bagay wala namang mawawala sa kanya, somebody supported him. In politics, everything is addition.

Q: Si. Sen. Manny wala na talagang balak?

Villar: Tapos na ang filing, anong balak? Para ka namang si Duterte, hindi na nag-file pinipilit pang mag-file.

Q: Pwede naman siyang maging substitute?

Villar: Parang hindi yata maganda na presidential aspirant ka, substitute ka. When you run for president, you should be decided because you are leading a country not a barangay.

Q: Magandang tandem ba yung Santiago-Marcos?

Villar: I think for a VP, additional support is okay. Parang inendorse ka ni Miriam.

Q: Good for Sen. Marcos?

Villar: I think, good.

Q: Pero hindi good kay Miriam?

Villar: Hindi naman, depende how Miriam will campaign. I think anyone na maka-tandem ni Marcos may additional doon kasi may vote iyon sa North, may bailiwick iyon. How the bailiwick will appreciate, that would be something.

Q: May susuportahan na bang presidential candidate ang NP?

Villar: Wala pa.

Q: Kailan po kaya magmi-meet?

Villar: Wala pa. Too early.

Q: Si Senators Alan, Marcos and Trillanes, sa respective COCs nila nilagay nila independent...

Villar: Independent. Talagang hindi pwedeng magfile ang marami sa isang partido, the party can only endorse one for every position. We opt not to issue so lahat sila independent. But it doesn't mean hindi sila NP.

Q: Hindi siya considered na abandonement of NP?

Villar: Hindi. Nag-uusap naman kami, talagang wala lang choice kasi the party cannot endorse three candidates.

Q: Diba dineclare na sona-libre? Sino sa tatlong VP ang sinusuportahan ng maraming taga-NP?

Villar: I cannot comment on that.

Q: Pano si Sen. Cayetano, maiiwan siya na walang ka-tandem?

Villar: Personal view ko, kapag hindi ka nagfile as president, I don't think you will file as a substitute. Siguro sa mga mayor, pwede iyon... I think Mayor Duterte is determined not to file. Hindi naman type ni Mayor yung hindi desidido, wala sa character niya yun.

Q: Kapag presidential candidate tapos substitute ka lang, negative ang dating?

Villar: Maganda ba yun? Bakit hindi ka maka-decide?

Q: Pero definitely, ang NP mageendorse ng presidential?

Villar: Hindi rin tayo sure, depende. Kasi even our VPs, iba-iba ang president nila.

Q: Officially, hindi na coalition partner ng LP ang NP?

Villar: Kasi ang nagyari sa amin, ang mga local namin may sari-sariling ka-coalition sa local. Some of them, nag-coalesce sa LP, some sa Poe, some of them na kay Binay. .. Yung Laguna namin nag-coalesce na sa LP, si JonVic, sa UNA naman siya. Sa tingin ko yung among North magbo-Bong Bong yun.

Q: Yung coalition ninyo with LP on the national level, 2013 elections lang iyon?

Villar: Hindi naman namin sila kalaban ngayon but iba-iba ang pinuntahan ng member. Meron ding nag-LP.

Q: Ngayon ba walang presidential candidates na nanliligaw sa NP?

Villar: Lahat sila. Syempre naman, sayang din iyon.

Q: Walang naging commitment ang NP?

Villar: Wala kasi itong aming mga VP, major consideration.

Q: Bakit hindi tumuloy si Mark Villar?

Villar: Kanino siya magla-line up? Kapag nagline up sa isa, magtatampo ang isa. To simplify ang buhay, anyway bata pa naman siya he has one more term in Congress. Family decision.

Q: On Food Safety

Villar: Actually ang Food Safety Law, napasa ng early 2013. It was passed before I got elected. It came from a different Congress. Medyo late na natapos ang IRR, ngayon lang February after two years. Usually you are given six months to do it. Tingin ko kasi walang pininpoint na incharge between DOH and DA. palagay ko hindi maganda ang ganun, dapat may isang lead agency. I think that is the cause for delay. Even yung pagharap sa stakeholders para i-explain ang IRR, wala pa. We plan to file a resolution to review yung IRR... Tingin ko yung DA should take care of food safety sa farms, yung food safety sa processed food DOH na yun.

Q: More than P5 billion ang nasira sa agriculture ng Typhoon Lando?

Villar: P9 billion na... Tingin ko talaga we have to improve yung insurance. In fact, hindi namin nili-limit sa crop insurance, pati micro insurance. Ibig sabihin, to encourage yung maliliit na mag-insure. Ang gusto ng Insurance Commission, micro-insurance ang bill na ipasa namin, to encourage farmers and micro insurance to insure kasi kapag ganitong typhoon at tinamaan ang mahihirap, sila ang nahihirapang bumalik. We thought we can pass it, anyway we can file it and refile next year. We'll just pass it as soon as possible. Tingin ko hanggang December na lang magbo-voting kasi lahat pupunta na sa kampanya. I think very important and microinsurance para makarecover sila kasi makakakuha sila sa insurance. At the same time, talagang we have to work on climate-resilient seeds, climate-resilient practices, kasi nakita mo ito walang tubig, ngayon naman sumobra ang tubig; very erratic eh. We really have to face this problem na climate resiliency, it's here to stay, this kind of problems.

Q: Will you introduce amendments to the 2016 budget to make sure rehabilitation of areas heavily-affected by Typhoon Lando?

Villar: Yes, if we can do that. In fact, ewan ko kung mako-cover ito, kasi ang pinupush nila iyong effect ng El Nino kaya gusto nilang itaas ang El Nino budget. In fact, ang suggestion ni Senate President nung naghi-hearing kami sa budget ng agriculture, yung lahat ng savings ng agriculture sa 2015, magre-resolution na ibigay na lang sa El Nino sa 2016 para makatulong. Kasi ang inilagay lang nilang budget for El Nino is P1.8 billion. Akala nila ang big problem talaga would be El Nino. Ngayon bumaha naman. So I think it's both ways, hindi lang El Nino pati flooding. It's a climate resiliency budget dapat.

Q: Sabi ni Sen. Chiz yung P30 billion sa Landbank ibigay na lang daw sa Lando...

Villar: Oo, pwede iyon. In fact, ayaw nila nun. Mukhang ire-reallocate talaga iyon.

Q: Next month second anniversary na ng Supertyphhon Yolanda, are you satisfied or disappointed considering the situation of the agricultural sector sa Leyte like Tacloban?

Villar: Kasi alam mo, minsan how you will be rehabilitated is dependent on the people also eh. Of course, may pagkukulang ang government pero minsan ang mga tao din, yung attitude ng tao towards rehabilitation. Ang rehabilitation kasi parang personal lives natin iyan. If you want to improve your lives, you can do it even without government, more of attitudinal iyan. Siguro iba akong tao, I'm used to the private sector, tingin ko yung pagrecover mo depende din sayo. You should be more aggressive. In fact, kung nagkukulang ang gobyerno, ikaw ang gagawa ng paraan to force government to help you. It should not come from them, it should come from those affected. If you want to improve yourself, you have to exert effort and you will get all the help you need. Sa akin ganoon ang attitude ko towards rehabilitation.. Kailangan tulungan mo ang sarili mo, kapag nagkukulang ang gobyerno, kalampagin mo.

Q: Paano maiiwasan na ma-politicize ang budget since marami ang for reelection...

Villar: When I look at the budget, I always look for how much is the overhead. Sa isang kumpanya it's always like that, ilan ang overhead, kasi iyang overhead ang hindi maganda. Inuubos mo ang pera to spend for admin, hindi mo ipinamimigay sa tao. Sa akin kasi, whoever will benefit basta ipamimigay sa tao, okay lang sa akin. Iyong things that will help the people. Wala sa akin kung sino ang beneficiary, basta ang gusto ko yung budget may standard na requirement ang overhead, beyond that dapat gawing project para sa mga tao. Ganun ang analysis ko ng budget, I never look at it na itong region na ito bigyan kasi vote-rich.

Q: Sa Leyte, hindi na matindi ang atensyon doon kasi konti na lang ang botante...

Villar: Kasi alam mo may mga local government na mayayaman, may mahirap. We have to accept na iyong lgu na malapit sa Metro Manila, Metro Cebu, Metro Davao, mayayaman iyan. Iyong malalayo walang income. Hindi rin pwedeng sabihin mo na mas maraming tao diyan, mas malaki ang budget.

Q: May pag-asa pa banag mapasa yung P2,000 increase sa SSS pension?

Villar: I think so kasi iyong magtatanong nag-give up na. tapos na kami second reading. Pwede kaming magpasa second reading then pwede third reading. Nasa amendment na kami, tapos na ang period of interpellation. Ano naman ang ia-amend doon, ang simple ng law.

Q: May concern po si Sen. Enrile?

Villar: Tapos na, nag-manifest na siya. We will have the votes. Marami namang supporter, maraming co-author. We just let them manifest what they want to say pero tapos na sila. Voting iyan and I am very confident about the votes kasi co-author lang ang dami na, panalo na kami.

Q: Kung si former SP Villar and nagging president, mas iba ba ang buhay ng pinoy ngayon?

Villar: Ang comment ko lang, yung poverty ang very concerned ako. I believe after all is said and done, okay naman economically, but nabawasan ba ang kahirapan? Definitely, nag-improve naman ang mga companies, they made good. But in the end, the majority of people diba mahirap, dapat naimprove natin ang poverty incidence, we saw na it did not. Ang tingin ko lang, since majority of the people are in agriculture in the rural areas, I don't think we can reduce poverty without increasing the income of the rural farmers and fishermen. I would say na doon tayo medyo nag-fail. Hindi natin na-increase ang income kasi kapag na-increase natin ang income ng rural farmers and fishermen, then bababa ang ating poverty incidence kasi nandun ang mahihirap. I believe talaga na for an agricultural country, in order to reduce poverty, you have to increase the income of rural farmers and fishermen.

Q: Bakit kaya hindi ito naisip ng administrasyon?

Villar: Iba-iba kasi ang emphasis ng administration. They wanted to but ewan ko. Sometimes it's not the president, it's the bureaucracy also. Maybe the bureaucracy was not able... okay naman ang economic growth but iyong poverty incidence, remained at 25%.

Q: Doon lang siya pumalpak?

Villar: Hindi naman. Wala namang perfect na tao. Iyon ang sa akin kasi iyon ang advocacy ko, iyon ang gusto ko sanang bumaba... They tried, kaya nga nag-CCT. Sabi naman nila yung CCT daw long term kasi education iyon. They give CCT for the beneficiary to send their children to school so long-term iyon. But naka-6 years din but it did not move. So maybe we should think of other ways to make it move.

Q: Next year daw kapag may umangat na VP from NP baka may suportahan na ang NP...

Villar: May possibility, yes. Kung obvious na na may isang mananalo.

Q: Sa ngayon, sino ang angat?

Villar: Wala ngang obvious pa.

Q: Si Bong-bong daw umaangat?

Villar: We'll see.

Q: Ano ang advantage ni Sen. Marcos sa dalawa?

Villar: I think may bailiwick siya. That has always been his advantage. Sa anim na kandidato, anim ang maghahati, yung may bailiwick ka, advantage iyon.

Q: Kung susuportahan ninyo si Sen. Marcos, susuportahan nyo rin ang running mate niya?

Villar: Hindi. Baka the party would decide na doon na lang sa VP kasi may chance manalo. It's not me, it's them.

Q: Wala bang nag-attempt na magwithdraw?

Villar: Hindi magwi-withdraw. Syempre si Sen. Villar, alam naman niya kung kaya niyang pawithdraw-hin o hindi.

Q: Pwede ba kayong mag-endorse ng president without endorsing the running mate?

Villar: Oo.

Q: Maraming nasirang rice nung Typhoon Lando, gagawan daw ng paraan na hindi masayang yung rice...

Villar: Meron ngang nagsabi na they can do something about it, hindi ko alam ang technology na iyon but if they can do something about it... Parang PhilRice ang nagsabi nun.
