Villanueva: Include perks for healthcare frontliners in govt's Labor Day package of benefits for workers

Whatever benefits for workers that the government would unveil on Labor Day, it should specifically include a package for healthcare workers, Senator Joel Villanueva stressed.

"Given today's circumstances, I think that should be a major plank of the traditional May 1 announcement by Malacanang," said Villanueva, chair of the Senate labor committee, in a statement.

Villanueva was referring to the customary practice of the government to unveil a bundle of pro-labor programs and projects on the holiday honoring workers.

"Ang pakiusap po natin sa Palasyo, sa Mayo Uno ay unahin po natin ang mga manggagawa sa kalusugan," Villanueva appealed.

He justified his call by citing the "obvious fact that healthcare workers are essential to our country's survival."

"Our situation today places an enormous risk on our healthcare workers. How can it not be when if you're in a hospital comforting a COVID-19 patient, the air around can make you ill or cause your death?" Villanueva noted.

The senator is urging the government, particularly the labor and health departments, to come up "with a package of new and expanded benefits for public health workers for the President to announce on Labor Day."

"Even before coronavirus struck, the pay and allowances of government health workers were already ripe for an adjustment. The pandemic made this upgrade more urgent. Hazardous work must be properly compensated," Villanueva explained.

The base pay of government health workers is set by the most recent Salary Standardization Law, while their other allowances are spelled out in RA 7305 or the Magna Carta of Public Health Workers.

"Magna Carta" benefits include overtime pay, night shift differential, hazard allowance, subsistence allowance, longevity pay, laundry allowance and remote assignment allowance, among others.

For their pandemic work, health workers in the public sector received a Special Risk Allowance of P5,000 as authorized by the Bayanihan I Law and Administrative Order No. 36.

Villanueva said compensation of health workers, with priority given to those performing "actual frontline duty," must be increased "including what our frontline Barangay Health Workers are getting."

Villanueva said his proposal is not limited to those in the public employ, but also covers health workers in the country's 932 private hospitals and 315 private infirmaries.

"The Labor Day package must cover private health workers. We call on the government to provide subsidies to frontliners in private health institutions. Nothing in the law prohibits the grant of such," he surmised.

"In fact, the national budget provides for subsidies in the hundreds of billions. Itong pong 4Ps, pension for seniors, maging ang libreng tuition sa kolehiyo at high school vouchers are in the nature of grants, aid and donation, which are not only allowed but encouraged," Villanueva stated.

"So if the government helps those who are not working, then why can't it not extend the same to our working heroes?" he asked.

Villanueva: Isama ang healthcare workers sa Labor Day package para sa mga manggagawa

Kung anuman ang ihahayag ng Palasyo na karagdagang benepisyo para sa mga manggagawa nitong darating na Araw ng Paggawa, hindi umano dapat mawala sa mabibigyan ang libo-libong health frontliners ng bansa na patuloy na nagsasakripisyo upang labanan ang rumaragasang pandemya.

Ito ang iginiit ni Sen. Joel Villanueva, chair ng Senate labor committee, sa isang pahayag bilang pagkilala sa hindi ordinaryong katapangan at katapatan ng mga healthcare workers sa kanilang mga tungkulin.

Ani Villanueva, ibayong pagkilala umano ang nararapat na ibigay ng gobyerno sa mga healthcare workers ng bansa na pilit na bumabangon araw-araw para salubungin ang panganib na dala ng COVID-19.

"Ang pakiusap ko po sa Palasyo, sa Mayo Uno ay unahin po natin ang mga manggagawa sa kalusugan," apila ni Villanueva.

Tradisyon na ang magbigay ng pahayag ang pamahalaan tuwing Mayo Uno o Labor Day upang parangalan ang mga manggagawang Pilipino at maghayag ng karagdagang benepisyo.

Nararapat lang daw umano, ayon kay Villanueva, na kilalanin ang mga healthcare workers sa bansa dahil literal na nasa kamay nila ang buhay ng mga Pilipino.

"Napaka-delikado ng kanilang propesyon. Pupunta ka lang sa hospital para mag-alaga ng isang pasyente ng COVID-19, pero pwede mo na itong ikamatay o maging dahilan ng malubhang karamdaman," ayon sa senador.

Hinimok ni Villanueva ang gobyerno, partikular ang Department of Health and Department of Labor and Employment, na magbalangkas ng panibagong package o benepisyo sa mga public health workers at bigyan ng good news ang mga ito sa Mayo Uno.

Ang "base pay" ng mga health workers sa gobyerno ay itinakda ng pinakahuling Salary Standardization Law, samantalang ang kanilang mga benepisyo tulad ng allowances ay nakapaloob sa RA 7305 o ang tinatawag na Magna Carta of Public Health Workers.

Ilan sa mga benepisyo sa ilalim ng Magna Carta na ito ay ang pagbibigay overtime pay, night shift differential, hazard allowance, subsistence allowance, longevity pay, laundry allowance, remote assignment allowance at iba pa.

Sa panahon ng pandemya, ang mga health workers sa pampublikong sektor ay nakatanggap din ng Special Risk Allowance na P5,000 sa ilalim ng Bayanihan I Law at Administrative Order No. 36.

Ani Villanueva, kailangang madagdagan ang mga benepisyong ito, lalo na sa mga health workers na aktwal na gumagampan ng "frontline duties," kasama na ang natatanggap ng mga Barangay Health Workers.

"Bago pa man nagkaroon ng pandemic, hinog na talaga sa pagtataas ng benepisyo ang mga nasa public health sector. Ngayong pandemya, urgent na sya. Dapat bigyan ng sapat na sahod ang delikado nilang trabaho," paliwanag ni Villanueva.

Pero giit pa ni Villanueva, kasama din sa panawagan niya ang mga pribadong health workers sa 932 private hospitals at 315 private infirmaries sa bansa na pareho ring itinataya ang kanilang mga buhay sa tuwing sila ay papasok sa trabaho.

"Kasama po ang private health workers sa ating mungkahi. Naniniwala po akong magagawan natin ng paraan ito sa batas o hindi ito ipinagbabawal," ani Villanueva.

"Kasi sa totoo lang, nagbibigay nga ang pamahalaan ng ayuda sa mga 4Ps beneficiary, sa mga senior citiizens, at sa iba pang sektor. Maging sa panahon ng pandemya, nagbibigay tayo ng ayuda sa mga walang trabaho. Bakit hindi natin gawin para sa ating mga bayani sa pribadong sektor?" ayon sa mambabatas.
