  •  Master of Laws (LLM) – Columbia Law School (Ivy League)(New York City) (Corporation Law - superior academic performance)

  •  Master on National Security Administration (MNSA) – National Defense College of the Philippines (Ranked # 6 out of 55 Graduates)

  •  Bachelor of Laws (LLB) – Ateneo de Manila University Law School

  •  Passed the 1984 Philippine Bar Exams with a General Average of 86.25%.

  •  Passed the New York State (USA) Bar Exams.

AS A GOVERNMENT OFFICIAL:

  • Served as OIC – City Mayor, Tagaytay City (1986)

  •  Elected City Mayor, Tagaytay City (for 3 Consecutive Terms 1995-2004)

  •  Elected by his peers as President, League of Cities of the Philippines (2001)

  •  Served as Metropolitan Manila Development Authority (MMDA) Chairman (2010-2015)

  •  Appointed as Presidential Adviser on Political Affairs of H.E. Rodrigo Roa Duterte – 2017 – 2018

  •  Elected as Senator of the Republic (May 2019 National Elections) Chairman, Senate Committee on Local Government (18th Congress) Chairman, Senate Committee on Urban Planning, Housing, and Resettlement (18th Congress) Vice-Chairman, Senate Committee on Foreign Relations (18th Congress)
