Administrative and Financial Services The Deputy Secretary for Administrative and Financial Services advises and assists in the formulation and implementation of administrative and financial policies and programs of the Senate. It exercises control and supervision over the offices and units of the Secretariat that provide administrative, financial, maintenance and general services.
The Executive Director for Administrative and Financial Services assists the Administrative and Financial Services Deputy Secretary in the formulation and implementation of administrative and financial policies and programs of the Senate. It oversees the supervision of all the offices and units of the three bureaus under Administrative and Financial Services.
The Administrative Management Bureau assists in the formulation and review of administrative systems and procedures, policy guidelines and regulations. It provides direction and supervision of the four services under it namely: Human Resources Management Service, Medical and Dental Service, Records Management and Mailing Service, Property and Procurement Service.
This office heads the following services: Human Resources Management Service which handles personnel transaction, manpower development and employee welfare.
Property and Procurement Service which handles the preparation of annual procurement program if supplies, materials, and equipment as well as its procurement in accordance with the existing policies of the Senate; receipt, storage, issuance, control, and utilization of supplies, materials and equipment.
Records Management and Mailing Service which is tasked with the maintenance of a central registry for all incoming mails and correspondence classification, filing, handling, and servicing of all administrative records of the Senate; reproduction and distribution of office issuances and communications.
The Financial Management Bureau advises and assists in the formulation and review of financial systems and procedures, policy guidelines and regulations and in the preparation of reports on funds released to the Senate.
This office heads the following services: Legislative Accounting Service handles the processing of disbursement vouchers of all claims for payments and the liquidation documents of cash advances as well as pre-audit on all claims in compliance with existing accounting and auditing rules and regulations. It records all financial transactions of the Senate and maintains a complete set of book of accounts of the Senate. It prepares and submits periodic financial statements required by law.
Legislative Budget Service facilitates the budget preparation and evaluation and the budget execution and control. It formulates guidelines and instructions in the preparation of the annual budget estimates as well as the compilation, analysis, and presentation of statistical data needed in the preparation of budget estimates. It also prepares the Senate financial work plans. Moreover, it plans and develops methods and procedures on budget execution. It facilitates the issuance of receipts of allotment notices to concerned offices and the obligation of allotments for all expenditures of the Senate.
Legislative Cash Management and Disbursement Service is tasked with the payroll disbursement, check disbursement, and cash collection. This office maintains records and reports of payroll transactions and disbursements. It facilitates the payment of salaries and other benefits of the Senate employees. It also prepares checks and corresponding bank advice for all approved vouchers. In addition, this office maintains a petty cash fund and traveling expenses fund for the Secretariat.
Medical and Dental Bureau which provides medical, dental, HMO and ambulance services to Senators and Senate employees.
The Maintenance and General Services Bureau is directly involved in the maintenance of all physical facilities of the Senate, which include the buildings and grounds, electrical and electromechanical equipment, transportation, sound, telephone and other communication systems.
This office heads the following services: General Services provides and maintains the sound system and telecommunications facilities as well as the public address system. It also provides transportation and motor pool services. It handles housekeeping and grounds maintenance.
Maintenance and Physical Facilities Service facilitates the planning, design, carpentry and plumbing. It provides technical assistance related to engineering and other technical work. It maintains, upkeeps, and operates the light, elevators, air-conditioning, generators and water pumps. It also provides repair services for office equipment.
