The Deputy Secretary for External Affairs and Relations advises and assists the Senate Secretary in the formulation and implementation of external affairs and relations’ policies and programs of the Senate. The office aims to institutionalize an efficient system of networking and interaction with the executive branch, the academe, the private sector, NGOs, national and international organizations.

The Executive Director for External Affairs and Relations assists the EAR Deputy Secretary in the formulation and implementation of external affairs and relations’ policies and programs of the Senate. The office oversees the supervision of all the units under the External Affairs and Relations. Under this office are four services whose functions are designed to carry out assigned task.

Legislative-Executive Liaison Service promotes harmonious and productive relations among the Senate, the Executive Branch, and other branches and instrumentalities of government, thus, ensuring cooperation and coordination in the formulation and implementation of bills. It facilitates networking and consensus building between the Senate and all departments of the Executive Branch as it relates to legislation.

Institutional Linkages Service enhances relations between the Senate and the non-government organizations by providing a forum for effective and continuous dialogue to broaden the people’s participation in the legislative process. It serves as a linkage between the legislators and the various sectors such as the academe, NGOs, diplomatic, religious and business communities and socio-civic and international organizations.

Special Services develops and implements various staff enhancement program such as sports and cultural development as well as organization and conduct of outreach programs for the Senate employees. It provides briefings and orientation programs for the students and the general public. Also, it provides auxiliary and ad hoc services to the Senators, staff and employees of the Senate.
