The Office of the
Senate Secretary assists the Senate President in
extending adequate and timely legislative and
administrative support to the offices of
Senators. It exercises supervision and control
over all the offices, service units, officers
and employees of the Senate Secretariat. It
serves as the clearinghouse of all the
activities of the Secretariat. It formulates
plans, policies and programs aimed to
professionalize the institution.

The STSRO is the permanent technical arm of the Senate that renders technical assistance to the Chairperson and Members of the Committee on Ways and Means and the other Members of the Senate on tax proposals. As such, it assesses and monitors the relative merits of the revenue-raising system and recommends alternative sources and forms of revenue. It also identifies weaknesses and/or irregularities in the system of revenue collection and recommends improvement thereon through the conduct of surveys on tax and other fiscal matters. It likewise undertakes research and studies on fiscal and budgetary issues as inputs to tax legislation as well as formulates reform proposals on tax-related issues and thereby assists in the drafting of legislative bills on taxation.

This Branch specifically handles the conduct of studies on: individual and corporate income taxation; transfer taxes; and other direct taxes. As such, it prepares estimates of the impact of tax measures on government revenue and on the tax burden of corporate and individual income taxpayers, as the case may be. Generally, it liaises with government agencies especially the Department of Finance (DOF), particularly with the Bureau of Internal Revenue (BIR) and the National Tax Research Center (NTRC) as well as with the Land Transportation Office (LTO), among others, and the private sector in the formulation and evaluation of pertinent tax proposals, and thereby prepares position papers, briefers and/or draft bills/amendments on subject tax matters.

This Branch specifically studies the legal implications of proposals as well as deal with tariff-related matters. As such, it prepares reports and proposals on tariff-related schemes and issues under international trade agreements, e.g., the World Trade Organization (WTO), the ASEAN Free Trade Area (AFTA), Kyoto Protocol, United Nations Conventions, etc. It also assists in the conduct of investigations/inquires, in aid of legislation, on tax and customs matters as well as assesses and helps formulate proposals for reforms in tax and customs administration. Generally, it liaises with government agencies especially the Department of Finance (DOF), particularly with the Bureau of Internal Revenue (BIR), the Bureau of Customs (BoC), and the private sector in the formulation and evaluation of pertinent tax proposals concerning legal and tariff matters, and thereby prepares position papers, briefers, fiscal statistics and/or draft bills on the stated subject tax matter.

This Branch is specifically concerned with the policy and administrative aspects of taxation. It conducts research and assesses the effects of proposed tax and other fiscal incentives for investment, as well as tax concessions for welfare, health, environmental and cultural reasons. It also studies and helps formulate proposals for reforms in tax policy and administration to enhance revenue generation. It likewise provides information on tax systems of other countries and statistics on tax and in the availment of fiscal incentives granted under different special laws. Generally, it liaises with government agencies especially the Department of Finance (DOF), particularly with the Bureau of Internal Revenue (BIR), the Bureau of Customs (BoC) and the National Tax Research Center (NTRC) as well as with the Board of Investments (BOI), and the private sector in the formulation and evaluation of pertinent tax reform proposals, and thereby prepares position papers, briefers, fiscal statistics and/or draft bills on the subject.
