Roxas has filed a bill proposing a P20-billion ‘Paglaum’ (Hope) Fund for the rehabilitation of Western Visayas, which is still reeling from the damage caused by Typhoon “Frank” last June. The proposed supplementary budget would prioritize repair of the region’s infastructure such as roads, bridges, and power and communication lines, while creating livelihood programs and other types of assistance to farmers and other victims of the typhoon.
