On procurement of COVID-19 vaccines by LGUs: Senate President Pro-Tempore Ralph Recto asks Sen. Juan Edgardo “Sonny” Angara, sponsor of Senate Bill No. 2057 or the COVID-19 Vaccination Program Act of 2021, if any local government unit (LGU) has signed a “perfected” contract with a vaccine supplier and if it had already paid a down payment for the vaccines. Recto was informed during interpellation on SBN 2057 Wednesday, February 17, 2021, that some LGUs had already signed contracts but have yet to make a down payment pending the enactment of SBN 2057 into law; otherwise, without an enabling law, they might be charged under the Government Auditing Code of the Philippines.
