DSWD additional projects: Sen. Nancy Binay, during Tuesday’s hybrid session, November 23, 2021, deliberating on the proposed 2022 budget of the Department of Social Welfare and Development (DSWD) and its attached agencies, asks whether the agency’s projects such as the Sustainable Livelihood Program (SLP), the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services Kapangyarihan at Kaunlaran sa Barangay (Kalahi-CIDSS KKB), Kalahi-CIDSS National Community-Driven Development Project (NCDDP), are additional projects under the Barangay Development Fund of the National Task Force to End Local Armed Conflict (NTF-ELCAC) given to barangays on top of the P20 million they are entitled to under NTF-ELCAC. Sen. Imee Marcos, defending the DWSD budget, replied that the projects are extraneous to NTF-ELCAC and are embedded to the DSWD program. “Although the DSWD has repeatedly claimed not to have any part of the NTF-ELCAC budget, we are aware that the SLP or the livelihood program as well as the PAMANA (PAyapa and MAsaganang PamayaNAn) have derived a lot of funding from Kalahi as well as OPAPP (Office of the Presidential Adviser on the Peace Process),” Marcos said.
