TG ON BINAY’S JURISDICTIONAL CHALLENGE: Senator Teofisto Guingona III, chair of the Senate Blue Ribbon Committee, said he will allow the Blue Ribbon Sub-Committee chaired by Sen. Aquilino Pimentel III to resolve the jurisdictional challenge filed by Makati Mayor Jun Jun Binay and others. “The Blue Ribbon Sub-Committee has the same powers as the mother committee except on two matters: contempt and report.
