Drilon on realigned projects: Senate Minority Leader Franklin Drilon asks officials of the Department of Budget and Management (DBM) to submit to his office the top 10 programs, activities and projects that were discontinued as a result of the 2020 realignments to fund the Bayanihan to Heal as One Act. He also asked DBM officials how much of the total authorized budget, including those from the Bayanihan to Heal as One Act, had already been released. Drilon was informed that as of August this year, P3.923 trillion has been already been released or 95.7 percent of the P4.1 trillion program. “These are the combined releases of the continuing appropriations under the 2019 General Appropriations Act (GAA), the 2020 GAA and releases pursuant to Bayanihan to Heal as One Act,” DBM officials said during the virtual 2021 proposed budget deliberations of the agency Monday, September 14, 2020.
