IRRs mangling the law itself: Sen. Francis Tolentino, in his privilege speech during Monday’s hybrid plenary session, September 14, 2020, raises several issues showing the lack of respect of some executive offices towards Congress by coming out with implementing rules and regulations (IRRs) that are different from the noble intentions of the laws crafted by Congress. Tolentino, in his research, said there are around 50 or 60 laws that have confusing IRRs. “Despite the Supreme Court’s pronouncements (on unconstitutional IRRs), there remains laws with the implementing rules and regulations that are at odds with each other, leaving the public in confusion, dilluting the impact of the well-meaning laws that this Congress strived hard to create,” Tolentino said.
