Lapid: RA 9999 not implemented due to lack of IRR: Sen. Manuel “Lito” Lapid lauds Sen. I passed a law on free legal assistance in 2010, Republic Act No. 9999, but this has not been implemented until now because the Bureau of Internal Revenue (BIR) has yet to tackle the Implementing Rules and Regulations (IRR),” Lapid said during a hybrid plenary session Monday, September 14, 2020.
