POE PANEL GIVES NOD TO 11 FRANCHISES

Sen. Grace Poe urged her colleagues in the Senate to give the go-ahead to the franchise bids of 11 companies involved in telecommunications, broadcast, airport, power and race track (Hinimok ni Sen. Grace Poe ang kanyang mga kasamahan sa Senado na ipasa na ang aplikasyon para sa prangkisa ng 11 kumpanyang mula sa iba't ibang sektor gaya ng telekomunikasyon, broadcast, paliparan, kuryente at karerahan).

In her sponsorship speech, Poe said the grant of the franchise puts to fore the overwhelming interest of the public in these utilities and their potential in helping spur the economy impaired by the pandemic (Sa kanyang sponsorship speech, sinabi na Poe na ang pagkakaloob ng prangkisa ay pagbibigay-importansya sa interes ng publiko sa mga nasabing sektor at sa kanilang kakayahang makatulong sa ekonomiya na nalugmok dahil sa pandemya).

"We need more players to foster competition and stimulate growth, creativity and improvement in these sectors. This would eventually translate into more jobs and better services for the public (Kailangan natin ng mas marami pang player para magkaroon ng masiglang kumpetisyon, gayundin ang pag-unlad, pagkamalikhain at pagpapabuti sa mga sektor. Magbubunga ito sa katagalan ng mas maraming trabaho at mas mabuting serbisyo-publiko,)" she said.

The telcos endorsed by the panel for renewal to operate are Cruz Telephone Company, Bayan Telecommunications Inc., and Tandag Electric and Telephone Company Inc (Ang mga kumpanya ng telekomunikasyon (telcos) na inendorso ng panel ng senadora para patuloy na mag-operate ay ang Cruz Telephone Company, Bayan Telecommunications Inc., at Tandag Electric and Telephone Company Inc).

Poe said the operation of these telcos in the underserved markets "will play a critical role in our goal to bridge the digital divide" (Sinabi ni Poe na ang pag-operate ng mga telco na ito sa mga lugar na hindi halos nakakakuha ng ganitong serbisyo ay "mayroong mahalagang papel sa layunin nating ihatid ang digital service saan mang sulok ng bansa").

Davao Light was also recommended to be given franchise for being a "well-managed company" as well as the Metro Manila Turf Club Inc., which operates a race track in a first-class development project in Batangas and is seen to boost the horseracing industry (Inirekomenda ring mabigyan ng prangkisa ang Davao Light dahil sa "maayos na pagpapatakbo ng kumpanya" gayundin ang Metro Manila Turf Club Inc. na nag-o-operate ng karerahan sa isang first-class development project sa Batangas at pinaniniwalaang makakapagpaangat sa industriya ng karera ng kabayo sa bansa).

Saying that building a new airport "is not just about the future" but also "an obligation past due," Poe said her panel endorsed the grant of franchise to San Miguel Aerocity Inc., which seeks to construct and operate a domestic and international airport in Bulakan, Bulacan (Sinabi rin ni Poe na ang pagtatayo naman ng isang bagong paliparan ay "hindi lamang tungkol sa kinabukasan" kundi isa ring "obligasyon na matagal na dapat ginawa." "The only option for NAIA is to find another site, the route two of the world's mammoth, modern and newest airports - Istanbul and Beijing - has taken. Poe said the project will also pave the way for the hiring of local residents and returning overseas Filipino workers for the construction stage. The residents of Taliptip where it will be built are all set to train under TESDA for courses on skills specific to the needs of the airport's construction (Aniya pa, ang proyekto ay magiging daan para mabigyan ng trabaho ang maraming Pilipino, kabilang na ang mga nagbabalik-bayang OFWs para sa konstruksiyon ng paliparan. Ang mga nakatira sa Taliptip kung saan itatayo ang airport ay nakahanda nang magsanay sa ilalim ng TESDA para sa mga kursong magbibigay ng angkop na kakayahan para sa pagpapatayo ng paliparan).

With the passage of the franchise, she said construction shall commence within a year and to be completed in 12 years at no cost to the government. After the 50-year lifetime of the franchise, the airport will be turned over to the government—again, at no cost (Sa pagpapasa ng prangkisa, binanggit ni Poe na ang pagtatayo ng airport ay magsisimula sa loob ng isang taon at tatapusin nang 12 taon na walang gagastusin ang gobyerno. The franchise bill exempts the airport developer from all direct and indirect taxes and fees during its 10-year construction period (Isinasaad ng franchise bill na ang airport developer ay hindi pagbabayarin ng buwis, direct man o indirect, sa loob ng 10 taong construction period).

After the construction period and during the remaining 40 years of its franchise, it shall be exempt only from income and property taxes until it has recouped its investments. After which, it shall be subjected to all taxes from thereon (Pagkatapos naman ng construction period na ito at sa loob ng 40 taong buhay ng prangkisa, ang proyekto ay hindi papatawan ng income at property taxes hangga't hindi nito nababawi ang kanyang puhunan. Pagkaraan ng panahong ito ay saka lamang ito papatawan ng lahat ng uri ng buwis ayon sa batas).

Aside from taxes post-recovery of investment, the government also stands to share in its revenues in excess of its profit margin of 12 percent, the bill added (Bukod sa buwis na ipapataw pagkatapos mabawi ng airport ang puhuhan, mayroon ding share ang pamahalaan sa kikitain ng paliparan na sosobra sa profit margin nitong 12 porsiyento, ayon sa panukalang batas).
