Hontiveros flags incomplete papers of Pharmally deals

Senator Risa Hontiveros has flagged Pharmally's incomplete documentation of transactions, after Pharmally's incorporator Krizle Mago admitted that the company did not receive a delivery order but was issued a delivery receipt.

"Bakit may short cut ang Pharmally? Mukhang short cut to corruption itong transkasyon ng Pharmally at PS-DBM. Walang order, pero may resibo? Under the table ba ang usapan? Pharmally's incorporators seem to be naive entrepreneurs, intent on profiteering and making a quick buck, and PS-DBM was a willing enabler," Hontiveros said.

During the Senate Blue Ribbon Committee hearing on Monday, Hontiveros asked Mago if Pharmally had the four necessary documents to complete the procurement: a delivery order, a delivery receipt, an inspection and acceptance report of the delivery, and a statement of account of the delivery. Mago said they had all but the delivery order.

"Sa apat na dokumentong pinakakailangan, delivery order pa talaga ang wala. Iyan ang pinaka-unang papel na magpapatunay na maayos ang dinaanang proseso para sa pagbili ng health supplies. First step palang, mali na agad. Inamin din ng kawani ng PS-DBM na pinilit sila ng management na pekehin ang inspection reports na kailangan sa release ng mga tseke. It only speaks of PS-DBM's gross negligence or complicity," Hontiveros said.

"Ang Pharmally na-fast track ang transaksyon pero pagdating sa Special Risk Allowance ng ating healthcare workers, pahirapan makakuha. These lapses in checks and balances may have also contributed to many of our HCWs contracting COVID-19 because of substandard PPEs," Hontiveros said.

The senator added that Pharmally seems to have gotten the deal only through referrals of former presidential economic adviser Michael Yang.

Hontiveros said the Committee should have been able to ask more questions regarding Yang's role in these incomplete transactions, but Yang failed to appear in the Senate hearing due to supposed hypertension.

"Pinahirapan ng PS-DBM ang local suppliers samantalang laway lang ang puhunan ng mga Chinese suppliers at ni Michael Yang. He should appear in our next hearing. His testimony is crucial to our hope to piece together the big puzzle that is the relationship between Pharmally and PS-DBM. Similarly, his colleague, Rose Nono Lin, should be present. Na-subpoena na siya. She has no excuse to skip an important national investigation," Hontiveros said.

"After every hearing, I do sense that we are getting closer to the truth. Wala nang mapagtataguan ang mga kamalian ng Pharmally. At hindi hihinto ang Senado hangga't masiguradong lumabas ang totoo," Hontiveros concluded.

Inilahad ni Senador Risa Hontiveros na kulang-kulang pala ang dokumentasyon ng mga transaksyon ng kumpanyang Pharmally, matapos na aminin ng incorporator nito na si Krizle Mago na wala pala silang pruweba ng delivery order. Ngunit ayon kay Mago, inisyuhan ng delivery receipt.

Sa pagdinig ng Senate Blue Ribbon Committee noong Lunes, tinanong ni Hontiveros si Mago kung hawak ng Pharmally ang apat na dokumento upang makumpleto ang procurement: delivery order, delivery receipt, inspection and acceptance report ng delivery, at statement of account ng delivery. Ayon kay Mago, wala silang delivery order, ngunit meron daw ng iba pa.

Idinagdag ng senadora na tila nakakuha ng kasunduan ang Pharmally sa pamamagitan lamang ng mga referral ng dating presidential economic adviser na si Michael Yang.

Ayon sa senadora, napakarami sanang tanong ng kumite tungkol sa papel ni Yang sa mga transaksyong ito, ngunit hindi humarap si Yang sa pagdinig sa Senado dahil sa alta presyon.
