Gatchalian: LGUs should be held accountable for failure to monitor POGO operations; lauds Pampanga provincial board

Senator Win Gatchalian said local government executives should be held accountable for failing to monitor illegal activities of Philippine Offshore Gaming Operators (POGOs) operating in their respective areas.

"The immediate action of the Pampanga provincial board to investigate how an illegal POGO facility managed to undertake illegal activities right under the nose of LGU officials is commendable and worthy of imitation. Surely, certain LGU personnel have been neglectful of their duties for a POGO hub to commit unspeakable crimes and remain undetected but concerned LGU officials and personnel should be held accountable," Gatchalian said.

The senator made the statement in reaction to the Pampanga Provincial Board's ongoing investigation of a recent police raid on a POGO compound that straddles Porac and Angeles City in Pampanga. The compound was discovered to be a site of various crimes including torture, human and sex trafficking, and online scamming, among others.

According to him, the provincial board's action encourages other LGUs in the province to be watchful of activities and operations of POGOs in their localities. "Other LGUs should emulate the Pampanga provincial government's commitment to get to the bottom of the issue," he said.

According to Pampanga Board Member Ananias Canlas, the investigation is intended to determine how the POGO facility was able to operate despite existing government procedures and regulations. Claiming the POGO raid has damaged the reputation of local officials and the province, board members led by Vice-Governor Lilia Pineda scrutinized procedures relating to the permitting process of the POGO hub and said there were certain lapses committed.

Gatchalian emphasized that mayors, barangay chairmen, and other LGU officials should be vigorous in going after suspicious activities within their respective localities. "LGUs should show tenacity in their commitment to maintaining peace and order in their localities as this is a necessary prelude to sustainable economic development," said Gatchalian, who serves as chair of the Senate Committee on Ways and Means.

Better yet, LGUs should seriously consider banning all POGO operations in their jurisdictions, he stressed.

"Our recent experience with POGOs shows that the industry is a breeding ground for various criminalities perpetrated by organized syndicates such as human trafficking, kidnapping, torture, and various scams such as love, cryptocurrency, and other investment scams," he noted.

Sinabi ni Senador Win Gatchalian na dapat managot ang mga lokal na pamahalaan, lalo na ang mga namumuno dito, sa hindi pagsubaybay sa mga ilegal na aktibidad ng Philippine Offshore Gaming Operators (POGOs) na nag-ooperate sa kani-kanilang lugar.

"Kapuri-puri at karapat-dapat tularan ang agarang aksyon ng Pampanga provincial board para imbestigahan kung paano nagawa ng isang pasilidad ng POGO na magsagawa ng mga ilegal na aktibidad. Tiyak, naging pabaya ang ilang mga tauhan ng LGU sa kanilang tungkulin para makapagsagawa ang isang POGO hub ng krimen nang hindi nila nalalaman, kaya dapat silang managot," sabi ni Gatchalian.

Ang pahayag ng senador ay kasunod ng isinasagawang imbestigasyon ng Pampanga Provincial Board sa kamakailang pagsalakay ng mga awtoridad sa POGO compound na nasa Porac, Pampanga. Natuklasan ang compound na isang pugad ng iba't ibang krimen kabilang ang torture, human at sex trafficking, at online scamming, bukod sa iba pa.

Ayon kay Gatchalian, ang aksyon ng provincial board ay naghihikayat sa iba pang LGUs na maging alerto at mapagmasid sa operasyon ng mga POGO sa kanilang mga lokalidad. "Dapat tularan ng ibang mga LGU ang pamahalaang panlalawigan ng Pampanga sa commitment nito na lutasin ang isyu," aniya.

Ayon kay Pampanga Board Member Ananias Canlas, ang imbestigasyon ay naglalayong matukoy kung paano nakapag-operate ang POGO facility sa kabila ng mga umiiral na regulasyon ng gobyerno. Nasira kasi ang reputasyon ng mga lokal na opisyal at lalawigan dahil sa natagpuang POGO sa kanilang lugar, kaya sinuri ng mga miyembro ng board ang mga pamamaraan na may kaugnayan sa proseso ng pagpapahintulot ng POGO hub at sinabing may ilang mga pagkukulang sa kanilang tungkulin.

Binigyang-diin ni Gatchalian na dapat maging masigasig ang mga alkalde, barangay chairmen, at iba pang opisyal ng LGU sa paghabol sa mga kahina-hinalang aktibidad sa kani-kanilang lokalidad. "Ang mga LGU ay dapat magpakita ng tiyaga sa kanilang pangako sa pagpapanatili ng kapayapaan at kaayusan sa kanilang mga lokalidad para sa mas matatag na pag-asenso ng ekonomiya," sabi ni Gatchalian, na nagsisilbing chairman ng Senate Committee on Ways and Means.

Iginiit pa niya na dapat seryosong isaalang-alang ng mga LGU ang pagbabawal sa lahat ng operasyon ng POGO sa kanilang mga nasasakupan.

"Ang atiing karanasan sa mga POGO ay nagpapakita na ang industriya ay isang pugad para sa iba't ibang mga kriminalidad na ginagawa ng mga organisadong sindikato tulad ng human trafficking, kidnapping, torture, at iba't ibang mga scam tulad ng love scam, cryptocurrency scam, at iba pang mga investment scam," sabi niya.
