ASIA-PACIFIC HOUSING FORUM: Senator Richard J. Gordon (Ind.) delivers his speech to the participants of the 2nd Asia-Pacific Housing Forum held at the Dusit Thani Hotel in Makati City. The senator discussed the issue of Coordination and Protocol for an Effective Response to Disasters. Gordon, who is chairman of the Philippine National Red Cross and member of the governing board of the International Federation of Red Cross and Red Crescent Societies, said that all disasters are local and therefore emergency response should always start at the community level.
