SHANDONG PROVINCE, CHINA: Senate Committee on Agriculture and Food Chairman Francis "Kiko" Pangilinan inspects an irrigation facility in Huan Tai County, Zibo City, Shandong Province in China. The irrigation facility uses a swipe card for farmers to access subsidized water for their farms. Sen.
