A HARVEST OF DREAMS: Senate President Juan Ponce Enrile delivers his speech before the opening of the 3rd Regular Session of the 15th Congress. In his speech, Enrile cited the need to pass several priority measures geared towards creating a better business climate such as SBN 3098, prohibiting the formation of anti-competitive mergers and anti-competitive conduct; SBN 3071, promoting competitive Filipino design by strengthening the Product Development and Design Center of the Philippines; and SBN 2842, upgrading the copyright section of the Department of Trade and Industry into a servicing bureau under the Intellectual Property Office (IPO).
