Villar’s manifestation: Sen. Cynthia Villar, during Tuesday’s virtual hearing of the Committee on Civil Service, Government Reorganization and Professional Regulation, September 29, 2020, on Senate Bill No. 1844 authorizing the President to expedite the processing and issuance of national and local permits, licenses and certifications, manifests her opposition to the inclusion of the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) on the list of government agencies that should strictly implement Ease of Doing Business Law. Villar said EMB is in charge of issuing Environment Compliance Certificates (ECCs) in reclamation projects. “I don’t think a reclamation project should be included in facilitating the ease of doing business,” Villar said.
