On SAP Funding for 2021: Sen. Emmanuel "Manny" Pacquiao, during the hybrid plenary session Tuesday, November 17, 2020, insists that there should be funding provision for the Social Amelioration Program (SAP) of the Department of Social Welfare and Development (DSWD) for 2021 since the pandemic is not yet over. Pacquiao made the assertion after learning the DSWD has no allocation for SAP in its budget for 2021. “There should be funding for SAP in 2021 because the pandemic is not over yet and a lot of people still need the assistance from the government,” Pacquiao said.
