Parallel study: Sen. Aquilino Koko Pimentel III, during the hybrid hearing of the Committee on Labor, Employment and Human Resources Development Monday, December 7, 2020, on various bills proposing the creation of a Department for Overseas Filipino Workers, asks if it is possible to continue hearing the measures and at the same time allow the Rules Committee to study the motion of Senate Minority Leader Franklin Drilon to defer consideration of the same. “I want to identify myself with the inputs and comments made by Cabinet Secretary (Karlo) Nograles and of course Sen. Bong Go. I agree with the rationale for the creation of this specific department specifically for our overseas Filipino workers... can I just request the Minority Leader that maybe we can allow the parallel progress of the bills creating the Department of OFW be heard by this committee, and at the same time, the issue raised in the motion to be concurrently, simultaneously studied by the Rules Committee?” Pimentel asked. Sen. Joel Villanueva, chairman of the Committee on Labor, Employment and Human Resources Development, referred Drilon’s motion to the Rules Committee and suspended considerations of the bills.
