On reimbursing LGUs: Sen. Pia Cayetano seeks clarification from Sen. Sonny Angara, chairman of the Committee on Finance, if there is a provision in the bill that would allow reimbursement to local government units purchasing COVID-19 vaccines on their own. Cayetano, during the hybrid plenary session Tuesday, February 23, 2021, said reimbursement should be considered given that local government officials feel that they are constrained to order but they would like to free up these scarce resources to spend on other expenses. Angara informed Cayetano that there is nothing in the measure that would give reimbursement to LGUs. Quoting Finance Usec. Mark Joven, Angara said there is a standard provision in the financing agreements with the Asian Development Bank and the World Bank for a non-reimbursement. (Screen grab/ Senate PRIB)
