Bills constituting barangays for indigenous peoples: Sen. Imee Marcos expresses her full support and gratitude to Committee on Local Government Chairman Francis “Tol” Tolentino for hearing several proposed measures on the separation, creation, and renaming of barangays Tuesday, September 14, 2021. Marcos authored Senate Bill No. (SBN) 2070 (Bgy. Kinapian, Ilocos Sur) and SBN 2073 (Bgy. Butac, Ilocos Sur). According to Melvin Biligan, provincial officer of the National Commission on Indigenous Peoples, once constituted, Barangays Kinapian and Butac will have a population of 95 to 98 percent indigenous peoples (IP). “Certainly, it is most important that we give our IPs special consideration and recognition given their exceedingly remote location and worse, their very difficult situation in terms of access to healthcare and education,” Marcos said.
