Cayetano wants five-year-vision score card when confirming agency secretaries: In an effort to introduce the shift from a simple national budget to a long-term plan for the country, Senator Alan Peter Cayetano on Monday suggested that the Commission on Appointments craft a score card that would require ad-interim secretaries to present their goals for the next five years. “The first thing I’d like to propose is that the oversight committee [...] come together with the minority and all independents to have a score card that we can agree with the administration. Hindi ito propaganda for or against the administration, but simply a tool for what we can expect and hold them accountable,” Cayetano said in a manifestation during the plenary session on December 5, 2022. The independent senator said this is a way for the oversight committee to be “more active” in the creation of a national budget that has specific objectives. “We always have a Medium Term Development Plan, but most of the time generic siya.
