Speed is the name of the game: Sen. Richard Gordon, in expressing his support for the passage of Senate Bill No. 1844 which seeks to authorize the President to expedite the processing and issuance of national and local permits, licenses and certifications in times of national emergencies, says slowness of the bureaucracy has been the bane of the country. “We always thought that speed was the name of the game.
